New Trade Horizons for Mercosur

Among the most promising prospects for new trade pacts in the coming year are agreements with the European Free Trade Association (EFTA), comprising four non-EU nations, and the United Arab Emirates. These potential partnerships signal a renewed focus on expanding trade relationships for Mercosur. Diplomatic sources, speaking under condition of anonymity, have confirmed these developments.

Additionally, a finalized agreement with Singapore awaits translation before being submitted for ratification by the country’s president and legislature. A Brazilian official affirmed the opportune moment for Mercosur to capitalize on this momentum, stating, “This is undoubtedly a good time for the Mercosur bloc to move forward with other negotiations. Some countries have already approached us interested in expanding negotiations.”

This surge in trade activity marks a significant revitalization for Mercosur, which includes economic powerhouses Brazil and Argentina, along with Uruguay and Paraguay as founding members, and Bolivia as its newest addition. The UAE also aims to strengthen its commercial ties with Mercosur “within the next year.” UAE Trade Minister Thani Al Zeyoudi highlighted the potential for a mutually beneficial agreement that would unlock opportunities for businesses throughout the Middle East and Latin America.

Global Trade Landscape Shifts

The prospect of renewed tariffs under a future Trump administration has prompted major U.S. trading partners to explore alternative strategies, even while prioritizing the defense of the existing U.S.-Mexico-Canada Agreement (USMCA).

Mexico, while anticipating a successful USMCA review in 2026, is actively pursuing other avenues, including strengthening its trade agreement with Mercosur. A Mexican government source emphasized the importance of diversification in the face of growing protectionism: “In an increasingly divided world where protectionism is gaining strength… the task is to diversify investment, trade and relations as a whole.”

Discussions regarding a potential trade deal with Canada are also underway within Mercosur. However, a Canadian diplomat indicated that the focus on USMCA-related matters might delay progress on other trade negotiations. A spokesperson for Canada’s Global Affairs Ministry confirmed that no new rounds of talks with Mercosur are currently scheduled. The last round took place in 2019.
